Health Courts
California's jam-packed prisons and high rates of recidivism grab a lot of attention. A lesser-known statistic is the high rate of serious mental illness among inmates. Some experts say it's four times higher among California inmates than the average population. Now, a San Francisco program that offers an alternative to locking up mentally ill offenders is becoming an example for other counties.
